Outrageous: Activists Angry That Saudi Arabia Now Electronically Monitors Her Women


When word started spreading last week that Saudi women – already some of the most oppressed and restricted in the world – were being monitored electronically as they left the country, activists were quick to express their outrage.

“It’s very shameful,” said Manal Al-Sharif, who became an icon of female empowerment in 2011 after defying the conservative kingdom’s driving ban and encouraging other Saudi women to do the same.
Al-Sharif was one of the first prominent Saudis to start tweeting about the electronic monitoring issue – describing the shock experienced by a couple she knew after the husband received a text message alerting him his wife had left Saudi Arabia, even though they were traveling out of the country together.
What surprised and disturbed them most, Al-Sharif told CNN, was the fact that the husband had not registered with the Interior Ministry to begin receiving such notifications.
“It shows how women are still being treated as minors,” added Al-Sharif. She went on to explain how, even though a notification system has actually been in place since 2010, before last week, a male guardian would have had to specifically request the service from the country’s Interior Ministry before receiving such messages.
In recent years, much has been made of the fact that Saudi Arabia is the sole remaining country in which women still have not been given the right to drive. But restrictions experienced by Saudi females extend to far more than just getting behind the wheel. In the deeply conservative kingdom, a woman is not allowed to go to school, get a job, or even travel outside the country without first obtaining the permission of her male “guardian,” or mahram.
In Saudi Arabia, every woman has a male guardian – traditionally her father, husband or brother. But the country’s guardianship system doesn’t just apply to women – underage children, as well as foreign workers, also must be granted permission before being allowed outside the country’s borders.
In the past few years, the country’s Interior Ministry has been introducing “e-government” initiatives to simplify tracking of dependents with technology and to make it easier for guardians to allow their dependents to leave the country.
One such program was introduced in 2010 – guardians could sign up for a service that would notify them electronically once any of their dependents, be they, wives, children or workers, had left the country.
The information would be sent out once any of these dependents had their passports scanned and crossed any of the country’s borders. It was only over the course of the last week, however, that text messages started getting sent even to men who hadn’t signed up for this service.
Eman Al Nafjan, a Saudi writer and blogger, told CNN that the electronic monitoring controversy is a complicated issue that has been somewhat misunderstood – that this is simply the latest iteration of an antiquated guardianship system Saudi women have had to live with for far too long.
“Why is it being technologically implemented and being updated?” asked Al Nafjan. “Why is it not being phased out? That’s the real question.” And it’s a question that’s been asked more and more in the last several years by activists who say Saudi Arabia’s strict guardianship laws only serve to infantilize women and strip them of any freedoms.
For Al Nafjan, the electronic monitoring is a serious matter, but one that has overshadowed something far more important: “This (male guardianship) system enables exploitation of women – it’s government-sanctioned exploitation,” said Al Nafjan, adding how Saudi laws enable men to exert complete control over their female dependents.
“It’s a power that’s being used over women,” explained Al Nafjan, who strongly advocates ending the guardianship system. “Women are not free. No matter how old you are, you’re always a minor. It’s almost like slavery. Guardianship is practically ownership.”
Al-Sharif, for her part, wondered why there aren’t e-government services in place in Saudi Arabia to assist women who are in trouble, “to help women go file complaints against their abusers if their actual guardians won’t go with them. Women should use this to make some noise,” added Al-Sharif, “rock the boat, and say enough is enough.”

13 People Die After Drinking Cough Syrup


Thirteen people have died in a main Pakistani city after drinking cough syrup suspected of being toxic, police said Monday.
The victims were all drug addicts who apparently drank the cough syrup in an attempt to get high, said police officer Multan Khan. Khan said they died at various hospitals in the eastern city of Lahore over the past three days. Five other addicts who drank the cough syrup were being treated.
Police arrested the owners of three drug stores where the cough syrup was sold and sent a sample to determine whether it was toxic, said Khan. Elsewhere in the country, a bomb hidden in a cement construction block exploded in the southern city of Karachi killing one person, said senior police officer Farooq Awan. Four other people were wounded, he said.
The bomb contained about 1 kilogram (2.2 pounds) of explosives and was detonated by a mobile phone, said Awan. Pakistan suspended mobile phone service throughout most of the country on Saturday and Sunday to prevent attacks against Shiite Muslims during a major religious commemoration.
Despite the ban, a pair of bombings over the weekend killed at least 13 people. Awan, the police officer, said he suspected the bomb in Karachi was meant to target Shiites over the weekend, but militants were not able to detonate it because of the mobile phone ban.
Shiites are currently observing the holy month of Muharram. Pakistani Shiites on Sunday marked Ashoura, the most important day of the month. Pakistan has a long history of Sunni Muslim extremists targeting Shiites, who they consider heretics.
Also Monday, police in Pakistan’s capital, Islamabad, found and defused a bomb planted underneath the car of one of Pakistan’s most prominent TV anchors, Hamid Mir of Geo Television. The bomb was made up of half a kilogram (1 pound) of explosives stuffed in a tin can, said Islamabad police chief Bani Amin. It was placed in a bag and attached to the bottom of Mir’s car, said Amin.
One of Mir’s neighbors noticed the bomb underneath the car after the TV anchor returned from a local market, and the police were notified, said Rana Jawad, a senior official at Geo TV.

A 45-year-old Dutch woman has been jailed for four years for organising nine sham marriages, involving Nigerians living in the United Kingdom.

Diana Olivieira flew the brides over from Holland to the North West for the ceremonies.
They all married Nigerians so that they and their partners could take up residency in the UK.
She was sentenced at Manchester Crown Court after pleading guilty to conspiracy to facilitate non EU persons into the UK.
Olivieira was arrested at her home address in Rotterdam and brought to the UK on 25 July.
Investigations by the UK Border Agency found she travelled from Holland to the UK several times with her clients. Flights were arranged for Dutch nationals to visit the UK for short periods.
As people from the Netherlands are entitled to live and work in the UK, while here their spouses applied for documents and National Insurance numbers.
After they married, the Nigerians applied for European Economic Area (EEA) residency status as spouses of EEA nationals.
Dave Magrath, from the UK Border Agency, said: “The sentence handed to Olivieira sends out a clear message that we will not tolerate abuse of our immigration system.”
Six of the grooms and some of their partners have been prosecuted and received jail sentences totalling 17 years.

19-Year-Old Boy Murders Father With An Axe in Cold Blood


Police arrested a 19-year-old who allegedly attacked his sleeping father with an axe in their Texas home on Wednesday.
The dad, Marshall Lee Giles died on Thanksgiving after his wife found him bleeding on their couch with his left eye hanging from the socket, WOAI reported. There were several large cuts to his head.
His son Marshall Giles Jr. — who goes by the name Lil Sicc — was arrested when he emerged from a crawl space, the San Antonio Express reported. Police found a hatchet with a long handle in the suspect’s hiding spot.
Police said the teen asked if his father died and then began to “smile and laugh” as they brought him to jail, Fox News said.
Later, Giles Jr. gave a full confession, police said.
The teen was initially charged with aggravated assault, but after his father’s death, the charges will most likely get upgraded to murder, according to the Associated Press.

      NERC Promises New Electricity Tariff


      The Nigerian Electricity Regulatory Commission, NERC, has announced the commission will soon review the newly deployed Multi-Year Tariff Order, MYTO.
      This the agency said was necessary following a series of complaints from electricity consumers, especially Small and Medium Enterprises, about high fixed fee they must pay every month irrespective of the power situation in their area within any particular month.
      Dr. Abba Ibrahim, Executive Commissioner, Government and Consumer Affairs at the NERC confirmed this to newsmen during the Power Consumers Assembly in Dutse, Jigawa State organized by the commission.
      According to Abba, having received the complaints, the commission had put a process in motion to resolve the complaints of the SMEs, adding that the new tariff regime provided for review mechanism in case of such complaints.
      “There have been quite a number of complaints that have been raised. MYTO in itself has a mechanism for review. It is a multi-year tariff order that has safety guards within it. Wherever there are issues raised by customers or even a service provider, the commission has the responsibility to sit down, listen and review where necessary.
      “MYTO already has a six-month window for regular reviews. Also within it, if there are complaints regarding the implementation of the tariff order and the complaints were brought in within sixty days of its deployment, then the commission is also obliged to sit.
      “We have had complaints from commercial operators, specifically, Small and Medium Enterprises, complaining about high fixed charges, equivalent to industrial categories. It is a complaint that was laid and met these criteria for review within 60 days of the MYTO order. We are now in the fifth month of the implementation of the tariff.
      “These complaints were made within the 60 days of implementation and we have sat down with all the stakeholders. My chairman, Dr. Sam Amadi, is meeting with the National Association of Small and Medium Enterprises on this particular issue as we speak. We have consulted the distribution companies. We have met severally and we are in the process of addressing this particular issue.
      “So it is a review that is already being taken care of. It is unfortunate that some particular group has suffered this long but I can assure you we are putting all efforts to ensure that this is redressed,” he said.
      He also reminded the distribution companies across the country to ensure all customers are provided with meters in the next 13 months as ordered by the regulatory agency in June.
      “We are insisting on that. It is an order of the commission. It has not been withdrawn. An order is an order. We are operating a rule-based sector now. We believe that with the coming in of private operators, they will even be more aggressive in terms of revenue drive.
      “One of the success stories is what has happened in Dutse. Our team had monitored the metering in Dutse and they report that over 60 per cent of the areas they had covered have prepaid meters already installed. They were also installed free of charge as ordered by the commission since June 1 and this is what we expect throughout the whole country,” Abba said

      A 24-year-old nursing mother, Mrs. Edith Okoji was at the weekend arrested by the Ebonyi State police command for allegedly stabbing her husband to death after a quarrel revolving around infidelity. The incident occurred last Sunday at No. 8 Eze Street, Abakaliki.
      Ebonyi State Police Public Relations Officer, Deputy Superintendent of Police, Mr. Sylvester Igbo, while speaking to newsmen on the incident said the deceased, Mr. Oyenel Okoji, was an Assistant Superintendent of Immigration attached to Ebonyi State Headquarters of the agency.
      According to him, investigation so far conducted by the police on the matter indicated that the accused, a law student of Nigeria Open University who already had three children for the man, may have carried out the act on the ground that her husband was suspecting her of infidelity.
      The police spokesman revealed that the accused had admitted committing the crime but blamed it on the devil.
      The body of the deceased, who hailed from Ahoada-East local government area of River State, same as the wife, had been deposited at the Federal Teaching Hospital, Abakaliki, FETHA, for autopsy.

      The bizarre incident occurred on Monday last week when Ndlovu of Silwayi homestead succumbed to the mermaid “attack” at Nyankuni River. Myth dictates that if the family of the abducted cries he is killed.
      According to the step father of the deceased, Silwayi , said when they got the terrible news, his wife and other family members failed to hold themselves and cried which they suspect provoked the “queen of the waters”.
      “When we heard of the news of the mysterious disappearance of Silwayi , some ofthe family members wept and we suspect that it angered the mermaid.
      Villagers went to the river to search for him and spent the whole day and night worshiping by the riverside in a bid to appease the spirits, but all the efforts were in vain. He was however, released the following morning; dead, smeared with mud all over his body and the villagers paddled to remove him,” he said.
      Silwayi step father said the incident is the first of its kind in the river as far as he can remember. They used to hear such stories from Maccufer River which is claiming more than 11 people every season.
      “This anomaly is the first of its kind in Nyankuni since I was born. Maccufer is the only river in the area that is associated with mermaids,” he added.
      The  mother who was in a shock and trying hard to admit that her son had passed on said she suspected foul play.
      “It is hard to believe that he is no more. At least he should have shown me the sign, but if it is the will of God let it be it,” she said.
      Circumstances leading to the alleged incident, is that  Silwayi went to the river with his friend who is a neighbor to look for cattle. Upon arrival he decided to take a bath and mysteriously disappeard in the water.
      Despite no one seeing the mermaid they stuck to their story even though there is a possibility of a case of drowning.

      Lagos-Ibadan Expressway: Major reconstruction may start Jan. 2013

      One week after the Federal Government announced the cancellation of the concession of the Lagos-Ibadan Expressway to Bi-Courtney Highway Services and the award of an “emergency reconstruction” work to two firms, indications have emerged that no serious work will begin on the road until next year.
      Instead, Messrs Julius Berger Nigeria Plc and RCC Nigeria Limited are expected to use the three weeks before Christmas to repair the worst portions of the road.
      Our correspondent gathered that serious work might not begin on the road until next year because the details of the contract were still being finalised.
      At the moment, the cost of the project has not been determined, while the contract procurement process has not been complied with by subjecting it to scrutiny by the Bureau of Public Procurement in line with the Public Procurement Act, 2007, before final approval by the Federal Executive Council.
      A source said, “The whole thing is still complex. Provision was not made for the road in the 2012 budget and many questions are being raised: When were the contractors pre-qualified? Has the contract gone through BPP? What is the contract sum?
      “The contractors will need time to do their costing and mobilise to site. Usually, they buy new equipment for such kind of job, and this will take some time. The government and the contractors are talking about using standard rates, but the law does not provide for this.”
      However, this is causing anxiety among stakeholders, who feel the road may not get the attention it required from the Federal Government.
      A source in the Federal Ministry of Works, who asked not to be named because he was not authorised to speak on the subject, gave an indication that the contract given to the two construction firms might not be for the reconstruction of the road.
      The source said, “Though the details are still sketchy, I think the contract is not for reconstruction of the road. Bi-Courtney was supposed to rehabilitate the road first due to its bad state before reconstruction it, as reconstruction will take some years, that was why it mobilised Borini Prono and CCC to site recently.
      “If Julius Berger and RCC are to reconstruct, then the Federal Government will have to introduce tolls on the road, and I can confirm that that is not in consideration at the moment. So, I think the contract is just for rehabilitation of the road.”
      The Minister of Works, Mr. Mike Onolememen, had last Monday while announcing the cancellation arrangement with Bi-Courtney, said, “Due to the senseless carnage on this important expressway, which is part of Arterial Route A1, the Federal Government has also decided to embark on the emergency reconstruction of the expressway.
      “Consequently, the Federal Ministry of Works has engaged the services of Julius Berger Nigeria Plc and RCC Nigeria Limited to commence work immediately on the reconstruction of the expressway.  While Julius Berger will handle Section 1 from Lagos to the Shagamu Interchange; RCC Nigeria Limited will be responsible for Section II from Shagamu to Ibadan.”
      However, Julius Berger has promised to move into site before the next Christmas.

      Death Toll in Sunday's Military Church Suicide Bombing Reaches 15


      Four more wounded parishioners died of their injuries incurred Sunday at the suicide bombing of St. Andrew Military Protestant Church situated at Armed Forces Command and Staff College, Jaji, in Kaduna State.
      The deaths today of the four bring to 15 the total number of reported fatalities since Sunday’s devastating detonation suspected to be the work of Boko Haram. However unconfirmed sources told the press that the death toll could be twice that number. On Monday, an official at the base's medical center told reporters on condition of anonymity that at least 30 died from the blasts and another 45 others had been wounded in the attack. The military hospital ordinarily bars its staff from speaking to journalists.

      Nigeria's military has been unable to stop the attacks and has alienated locals with heavy-handed tactics and retaliatory attacks that have seen dozens of civilians killed at a time. Meanwhile, soldiers and security forces routinely have been killed in guerrilla attacks by Boko Haram.

      Football Fan Stabs Hotel Manager To Death In Lagos


      The manager of a hotel in Lagos State identified as Ben by the police has been stabbed to death by two football fans during an English Premier League match on Sunday.
      The two suspects identified as Kayode Ogunwa and Oluwa Femi have been arrested and detained in a cell at the Area ‘M’ Police Command, Idimu, Lagos and are now facing murder charge in connection with his death.
      The incident happened at Obanla Hotel located at LASU/ Igando Road, Diamond Bus Stop, Isheri Olofin, on the outskirts of Lagos.
      According to a police source, the suspects reside at Diamond Estate, opposite the hotel and drove there to watch a match.
      The hotel, it was gathered, was filled to capacity and some customers who wanted to buy drinks could not get chairs to sit.
      This prompted the late Ben to ask those watching the match without buying drinks to vacate their chairs for those willing to buy drinks. The suspects who did not buy drinks refused to vacate their chairs and this resulted in an argument between them and the late Ben. The argument degenerated into a brawl during which one of the suspects ran to the car they brought and emerged with a knife with which he stabbed Ben in the neck.
      The hotel manager, investigations revealed, bled to death from his wound before he could be rushed to the Igando General Hospital. His body was later deposited at the Ikeja General Hospital mortuary for autopsy.
      A police source said the matter will be transferred to the state criminal investigation department, SCID, Panti, Yaba, for further investigation.

      50 Year Old Man Had His Genitals Removed After Bid To Enlarge It With Olive Oil Led To Cancer


      A man had to have his penis amputated after injecting it with olive oil – to make it bigger.
      The 50-year-old man was admitted to hospital in Thailand after his genitalia reportedly swelled to the size of a coconut.
      The unnamed man underwent the illegal penis enlargement procedure five years ago, where he was injected with olive oil.
      The man’s genitals were working “just fine” until he contracted an infection from an untreated wound six months ago.
      Police Capt Dr Surat Kittisup-porn of the Police General Hospital told reporters: “He was ashamed to visit a doctor, but the pain and the infection grew so he had no choice.”
      The man was admitted to a private hospital where doctors discovered he was suffering from penis cancer, which had spread to his abdomen and testicles.
      Medics were left with no choice but to remove his penis.
      Discussing the controversial olive oil procedure, hospital spokeswoman, Sirikul Jiaranaikhajorn, said: “It only brings bad results – people misunderstand [that it works].
      “A woman will love a man not because of the size.”
